Necessity to Share List Republican State Central Committee delegates elect the officers of the Party, oversee the management and operations of the Party, the development and promulgation of the Party platform and policies and the rules for selection of members of the Electoral College. The party bylaws contemplate that the committee is open, accessible to all and answerable to the People of California. The delegates and associates delegates serve as representatives of all registered voters in California and therefore should expect that they can be contacted in their official capacity on matters relating to their duties.

The CRP shall provide annual notice of the delegate list use policy to all delegates and associate delegates on an annual basis.

List Requestors Delegates and nominees can request copies of the delegate and associate list for purposes related to the mission of the state party as set forth in the by-laws. Any requestor must complete a form certifying that they are using the information only for purposes of official state party business and for no commercial purposes. For example, no advertisements can be included on the communication, nor can offers of goods/services for sale be included in the content, however, one link to the sender’s own website does not constitute a violation of this. Communications which invite the recipient to an event which costs money are permissible.

All recipients of the delegate list must use the list themselves and agree not to share the list with any other party. Any recipient who allows staff or volunteers to send a communication on his/her behalf retains responsibility for the content of the communication and for abiding by the CRP List Use Policy. All recipients of the delegate list must certify that they have an opt-out/unsubscribe option for any communications they send to the delegate list. Any requestor who violates this policy will be banned from receiving future copies of the list and subject to the CRP discipline process laid out in the bylaws.

CRP staff will maintain a log of list requests filled and will provide that list to delegates upon request.

Information Provided Information up to and including the delegate’s name, mailing address, email address, phone number(s) and appointing authority and whether their dues have been paid and on what date they were paid and whether or not they have registered for a convention will be provided on request. Under no circumstances, will any information about their dues payment, including form of payment, credit card or check numbers or whether a third party paid their dues will be provided. Delegate lists will include subset of the delegate lists, such as County Chairman and committee lists.

Frequency of Providing Lists We will provide the lists upon request, but reserve the right to limit distribution during peak work load times.

Non-Delegate or Non-Nominee Emails The party may send emails to delegates and associate delegates on behalf of non-delegates or non-nominees on official state party business only and will charge a reasonable fee to send such email.

Opt-Out Because the by-laws contemplate an open, accessible body of delegates, the CRP will not provide opt-out provisions for delegates. We will allow delegates to designate one phone number to be released. Delegates who are concerned about receiving information concerning official party information are encouraged to establish a separate email address for official party business. Additionally, all recipients of the delegate list must certify that they have an opt-out/unsubscribe option for any communications they send to the delegate list.
